What is the criteria for locations that are created as "Historic Locations?"

The catalyst of my question is that while exploring this past weekend, I encountered a small, 80-year old chapel that is still used and maintained. However, what I found most interesting about it is that it has a sign on the road (in the middle of nowhere, albeit) literally inviting people to come in and look around, even though it is not monitored.

I think it's an interesting location, and its story is fascinating. I think any explorer in the area might want to visit to take pictures, but it isn't abandoned.

Historic would be places that aren't abandoned but serve as pioneer villages, pay per entry locations, restored school houses open to the public, etc.

Use your best judgement, it's a classification nothing more.
